"sung" is an adverbial particle prefixed to a reduplicated verb in a negative verb phrase.
Sung-TOU tou+roi Sung-CHAT chat+loi
TOU and CHAT are reduplications of verbs in the verb phrases "tou-roi" and "chat-loi." "Sung + reduplicated verb* is used for emphasis. (Also used with reduplicated adjectives.) You can remove it and the basic sense of the sentence(s) remains. Only the emphasis goes.
