Senthou bomb means a bomb left on commercial premises or houses of individuals by unidentified miscreants, especially the cadres of insurgent organizations in Manipur, as a threat in demand for extortion money, especially when the first few demands have not been honored. The irony operator here is the term thou, a clipped form of thouba meaning demanding repayment when somebody defaults on the loan you lent them. This twist lends a comic sense to the phrase and there is a sense of somebody demanding extortion money as if the former is demanding repayment when the later defaults on his loan.
I came across this new idiom--senthou bomb--in the headline of a newspaper report (I've yet to identify the newspaper) the clipping of which was shared on Facebook. The funny side of it immediately got to my guts and I laughed--such cases are so rampant these days that not many people, probably except those on the receiving end, react with the desired reaction, FEAR.
I downloaded the clipping immediately and shared it on Facebook with this short line--"A new idiom for lexicographers: senthou bomb."
My friend Victor Khuman, one of my fellow lexicographers at MDP (Manipuri Dictionary Project) reacted with a comment saying that he had already used it in September 9, 2016. In his Facebook status that day, he wrote:

Earlier today, I called Victor if he coined the phrase or if he found it said or written somewhere. He said he had seen it used somewhere informally before he used it in his post reproduced above.

These are Facebook search returns to the key senthou bomb.
The earliest occurrence on Facebook, according to my search returns, was Victor Khuman's September 2016 post. As Victor pointed to earlier sources, I was not satisfied with the Facebook search results. Then I browsed the Internet using the same key but now enclosed by double inverted commas to fetch the exact key. The results were the same but for a new one, which is really a very really interesting one. The October 2012 issue of Kangleipak Communist Party's half-yearly journal, Lanthengminnasi Eikhoi has this:
This is the first known written use of the phrase senthou bomb. If there is any earlier instance of its use, we have yet to find it.
Later, I found another example, this one from April 2016:
